With recent EDD enhancements and the availability of these functions in the admin dashboard now, this is likely possible in 2018. :)

My support team has full authority to refund. So maybe someone needs permissions for another team but most users I'm aware of with this extension are small teams (1-3) doing support via HS and EDD.
