常时效果处理规则整理 [ConstEffect module]

时间过去太久，记忆已经很模糊了，经过几次改动，已经不知道常时效果机制是否正确了。

I've modified ConstEffect module several times for adding new cards and forgot the original logic. I doubt that there is something wrong. Can anyone help find out official QA about complex ConstEffect case? Eg: 「ルーブル」
