BEP46 — Mutable Torrents

Rebased #38 on master, and made the tests pass. All credit goes to @lmatteis and @yciabaud.

@feross this BEP would be a fantastic feature. I realize that this pull request is just the beginning, and some more refactoring might need to be done (a lot has changed since 2016) so I didn't make any drastic changes. I figured it'd be good to hear some thoughts from the maintainers before going too far.
