here is another new functionality of brotli and previous copression dictionary support

What browsers or other clients support it?

There were many attempts of shared dictionary compressions, including this one: https://lists.w3.org/Archives/Public/ietf-http-wg/2008JulSep/att-0441/Shared_Dictionary_Compression_over_HTTP.pdf (dated 2008).
