Data Package signing

On the last Frictionless Data call here appeared to be some interest in signing Data Packages. We should submit the generic approach as an issue and potentially a PR for an extension to the Frictionless repository. WACZ specific details can be left out, but the general approach of providing a datapackage-digest.json should be applicable to all kinds of Data Packages.
