Use case document

It would be helpful to have a Use Case document that summarizes the cases we've collected in GitHub. Perhaps https://www.w3.org/TR/did-use-cases/ could be a good model here? The document could help bootstrap any subsequent standardization efforts at IETF, W3C, etc. For now I think it can safely live here in the wacz-spec repository alongside the specification.
