[Bug]: Org pending invites don't show if user is already registered on the server

What did you expect to happen? What happened instead?

When inviting a user to an org, we usually show them in the Pending Invites table to give confirmation to the admin that their invitation has been sent to the user in question. This does not happen if the user already has an account on the server and the admin is given no feedback.

Step-by-step reproduction instructions

1. Join an organization
2. Create a new organization
3. Invite the same email to the new organization

The email invite will be sent and everything else works properly, but the invited user will not be shown in the pending invites table. They show up in the members list as normal once they have accepted the invite link.
