[Feature]: Archived Item Multi-Select Actions

Context

As we integrate checkboxes for selection into archived item list rows for #1323, we can use these to allow users to complete some common actions quickly across many archived items in parallel.

What change would you like to see?

As a user, I want to be able to quickly edit multiple item tags, delete itms, and add items to one or more collections.

Requirements

1. Multiple items can be selected and the above actions can be completed within the archived items lists throughout the app
