Smoketests are flaky on CI

Describe the bug

Flaky smoke tests.

What is the current behavior?

Sometimes pass sometimes fail on CI.

Steps to reproduce the behavior:

Expected behavior

Should not fail randomly.

Additional context

Seems specific to windows CI only.
