[Bug:] overlay tag doesn't match actual problem type

Environment

  • Operating System: MacOS Mojave 10.14.4
  • Node Version: 10.15.1
  • NPM Version: 6.9.0
  • webpack Version: 4.30.0
  • ${package} Version: 2.24.4

Expected Behavior

errors shoud always have ERROR tag.

Actual Behavior

Some errors get WARNING tag.
