Recently, we are increasingly getting rid of non-official loaders and plugins to reduce the time for support and maintenance. Unfortunately this loader is very specific so we decide to take away mocha-loader from webpack-contrib. Feel free to feedback

I don't have the extra time to maintain this ATM, and my team is already using another setup to run mocha tests in browser using webpack and puppeteer (https://github.com/wixplosives/mocha-pup).
Feel free to deprecate/archive it, if nobody else is willing to take this on.
