Add Wake On LAN functionality

Adds the ability to turn the TV on from the Cast Menu on the YouTube Mobile app.

With the "wolwowlan" option enabled, whenever the TV is off with the suspend mode turned on in the WebOS Settings, the phone can turn the tv on whenever you attempt to cast to it from the YouTube app.

Without this option enabled, the app gives up the second the WakeOnLan packet is sent and the TV just disappears from the cast menu.

This option doesn't have any affect on my LG C1. Which webOS & TV did you test this on?

I tested it on a LG QNED82, the webOS version is 2025 (10 i assume). Without the option, at least for me the phone app just gives up trying to connect to a tv that is turned off. I assume you have enabled the quick start+ and similar option on your TV that allows it to listen for connections in the first place?
