Unsupported file type when importing previously exported zip into PageBuilder pages

What are the steps to reproduce this bug?

1. export one or more published pages in PageBuilder
2. download Webiny zip file containing exported pages
3. click page import button in PageBuilder
4. select Webiny zip file
5. Upload previously downloaded Webiny zip file into FileManager
6. Error message "unsupported file type"

What is the expected behavior?

file can be uploaded and pages will be restored

What do you see instead?

error message "unsupported file type"
