text input label obscures contents when scrolling

What steps will reproduce the bug?

In the admin UI, create a new Content Model. In the "Description" , enter enough text to force scrolling.

What is the expected behavior?

The Input label should float to the top of the entry box rather than staying on top of the scrolling text.

What do you see instead?

The label obscures the first row of text:

Additional information

This appears to be a deviation from normal rmwc TextField behavior. Normally it would move the label to the top of the input area when the control gets focus.
