Tell users how to use `webhint` when they try to scan `localhost`

There are few error in database from people trying to scan localhost. We should tell them to use the CLI version and/or the browser extension.

Maybe a short message, and just make the CLI part a link that points to the appropriate documentation.

Is there a way to detect that they’re scanning localhost and put a message at the top of results with links to documentation like @alrra mentioned?

Or we can even prevent them to start a scan and show them something in the form page.
