This PR adds an helm chart to deploy azure-resourcemanager-exporter.

The integration with github action is not done yet

I just added a github action to lint the helm chart @mblaschke If you want we could publish the helm chart with https://github.com/helm/chart-releaser-action on a Github pages. Could you activate github pages ?
