What is the governance of this site?

Is there some governance associated with what goes on this site and who runs it? I see a lot more potential for people to get in on the concept with firefox going all green Oct 23rd. This could be a simple GOVERNANCE.md file at the top to suggest who's running this website for transparency sake.

I think it is currently being run by chrome team.

that's my assumption as well but having a statement indicating so in a md file would just help w/ transparency for new ppl getting involved.
