[scoped-custom-element-registry] Move tests to packages/tests/

The tests for this package should be moved to packages/tests/ and added to wct.conf.json.

Why are tests in a separate package?

Oh, duh. I just read the README

I think with our modern repo stack of npm workspaces, Changesets, and Wireit we might not need that test arrangement. I don't think we should necessarily port everything to that stack (but maybe Wireit?), but I'm not sure if it's worth much effort to move the scoped registry tests either.
