Add microsite for docs and schema

I wanted to explain this format to my intern and yes, having some examples and docs would be awesome.

Is this something that should be on webcomponents.org v2?

An example has been added to the README: https://github.com/webcomponents/custom-elements-manifest/pull/91

But + 1 for a microsite too.

It'd also be great if the site had an online validator, where I could paste the content of my custom-elements.json for a quick schema check.
