Update text for issues in moderation to reflect ML bot workflow

When an issue is placed to the moderation queue it has this text in the content:

A human will review if the message meets our current acceptable use guidelines. 

While the "human" part is correct, it only happens if the issue is passed ML bot. So we need to change the text a bit as it causes confusion.
