"Privacy policy" link is not visible on "Public Reports" popup

Steps to Reproduce: 1. Navigate to https://webcompat.com/issues/new 2. Tap the second “Learn More” link. 3. After "Public Reports" popup is displayed, observe the content.

Expected Behavior: "Privacy policy" link is visible.

Actual Behavior: "Privacy policy" link is not visible.

Note 1. Screenshot attached. 2. Workaround: Scrolling down the page, the link becomes visible, but there is no scroll bar, that could give a hint to the user that the popup is scrollable.
