The navigation dots overlap the text from "What is a web compatibility issues?" popup

Steps to Reproduce: 1. Navigate to https://webcompat.com/issues/new 2. Tap the first “Learn More” link under "Confirm" button. 3. After "What is a web compatibility issues?" popup is displayed, scroll up and down. 4. Observe the behavior.

Expected Behavior: No elements are overlapped.

Actual Behavior: The navigation dots overlap the text.
