[A11Y] Incorrect Screen reader behavior while in "Describe what happened" text area

Browser / Version: Chrome 89.0.4389.90 Operating System: Windows 10 Pro

Prerequisites: Screen Reader (Offered by: chrome.google.com) extension installed.

Steps to Reproduce:

1. Navigate to https://webcompat.com/issues/new
2. Fill in all data required until reaching "Describe what happened" text area.
3. Observe Screen reader behavior.

Expected Behavior: The hint text is read and the Screen reader notifies it is a "Text area" once.

Actual Behavior: The hint text is not read and the Screen reader repeats "Text area" 3 times.
