Add an option for "fast" issue reporting

As discussed during All hands, we could add a simpler form for faster reporting.

It can be accessed through a link/button on the first step. Upon clicking the button, a user will be directed to the description field (skipping all other steps), and, after filling in the description, there they will proceed to the screenshot and final step. Perhaps, we can add a disclaimer that this form is only for users that have reported in the past/ familiar with the process? I think that for this "fast mode" we'll need to enable the min character rule again.

Oana proposal: We could have a simple form (for user that are in a rush or don’t want to spend more that 2-3 minutes reporting an issues) and an advanced form (which we currently have - for everyone who wants to provide as much info as possible)

Simple form - could contain just the URL, description, screenshot and maybe other browsers you have tested.
For the simple form, areas like “What is wrong with the page” could be skipped since you could understand the problem from the description. Also usually users report the issues on the device they are using, thus the “Environment” area can be skipped also, since it is automatically extracted.
