We appreciate your report. I was able to reproduce the issue using Firefox Focus (Release and Nightly) and on the latest Firefox Fenix Nightly, on Android 12 devices.
According to SSL Labs:
Tested with:
Browser / Version: Firefox Focus Release 105.1.0 (362582139-🦎105.0-20220915150737🦎)/ Firefox Fenix Nightly 107.0a1 (2015905627-🦎107.0a1-20220922095647🦎)/ Firefox Focus Nightly 107.0a1 (362651711-🦎107.0a1-20220922095647🦎) Operating System: Samsung A51 (Android 11) -1080 × 2400 pixels 20:9 aspect ratio (~405 ppi density) Operating System: Google Pixel 3 (Android 12) -1080 x 2160 pixels, 18:9 ratio (~443 ppi density)
Notes:
- Reproducible regardless of the status of ETP.
- Reproducible on the latest build of Firefox Fenix Nightly and Release.
- Works as expected using Android 11 devices .
Moving this to NeedsDiagnosis for further investigations.

The certificate chain is incomplete https://www.sslshopper.com/ssl-checker.html#hostname=https://faq.usps.com
I suspect this might not related to android version, but whether the list of intermediates is preloaded. The site loaded as expected for me on the first try, but after deleting the browser and reinstalling it, I get "Secure connection failed" error. I came across a similar issue: https://github.com/webcompat/web-bugs/issues/111252#issuecomment-1304175758
This is expected, see https://github.com/webcompat/web-bugs/issues/111252#issuecomment-1305911444. The best would be to contact the site to see if they can install intermediate certificates
