Hangup on "Loading Default Resource Pack" 1.21.7 Snapshot

Issue Description:

Dynmap gets stuck on "loading default resource pack" on startup, stopping the server from starting

• Dynmap Version: 3.7 Snapshot
• Server Version: Paper 1.21.7 build 15

This issue persists on DYNMAP 3.7 Beta 10

I think the texture pack API needs an update .
