Unable to apply custom styles

None of the custom styles I put in for regions get used, they all end up with green strokes and no fill color. I deleted "customregion1" but it just comes back after the server reloads, right at the top of the list.

strokeColor is for owned regions, unownedStrokeColor for ownerless ones.
