Anonymise email addresses from CRON logs

We currently have email addresses for users in the CRON logs for the Account Limit jobs.

Rather than have these emails available, we should anonymise them and look to add the user ID so we can have some trace of who was sent what emails, without being able to identify users inside GitHub.
