[Origin API] Fix idlharness test.
The initial attempt at an idlharness test was invalid, and broke as soon as automation corrected its poor assumptions about how IDL files were included in WPT. This commit adjusts the test to depend upon the html IDL file (as well as its dependencies).

No, I don't know. I mainly check for test failures or a suspicious drop in the number of things tested. The latter is usually a sign of idl testing problems.

The latest webidl roll adds the Origin IDL to interfaces/html.idl, bringing it back from the last roll.
@mikewest can you rebase this to see if we get better CI results?
