Moves SVG image role test to a tentative file outside of the Interop 2024 focus area files, while dispute is resolved.

I'm at a bit of a loss for why each engine has opposite results in prod and CI. Example: WebKit passes this test (el-image) in WPT production, but fails it in this PR (el-image (missing image>title element)). Other than the test name, they are the exact same test. Most likely I'm just tired and missing something obvious. Gonna put this one down and come back to it later.
