[Clipboard API] Read unsanitized HTML content to the clipboard

In this CL we allow unsanitized HTML format to be read from the clipboard as a well-formed HTML document under the standard format. This is part two of writing/reading unsanitized HTML content to/from the clipboard. Part one (write): crrev.com/c/3825914
