Interop 2024: Mobile browser view

Thanks to https://github.com/web-platform-tests/interop-2023-mobile-testing we will have at least Chrome and Firefox mobile browser results soon.

I think we should have a mobile view in the Interop 2024 dashboard. If we don't have Safari results at the start of 2024 this will require some design work to represent that we don't have results. The first idea that comes to mind is keeping the layout but graying out Safari, so that the layout doesn't change much when switching between views. But whatever Apple would prefer is OK.

I think any mobile view:

• Isn't a blocker for launching Interop 2024 (i.e. doing this work during 2024 is fine)
• Should clearly be marked as beta

I think in general we still don't trust mobile results to accurately reflect the state of mobile browsers vs being dominated by testing issues that don't occur on desktop.
