Create separate README documentation for the Interop Dashboard

There is a lot of important information about the Interop effort and the dashboard that is not explicitly documented here. It could be useful to move some of the major interop components in webapp/components into a separate directory and creating a README with thorough documentation on the Interop Dashboard.

Some possibly useful information:

• Where scores are pulled from
• How scores are aggregated and displayed
• Previous interop efforts
• Explanation of labels
• Explanation of info stored in interop-data.js
