Scalable BSF graph

We've spoken about the range of the BSF graph on the homepage in prior meetings, as having date back to 2018 is quite possibly not so useful (especially with the referrer-policy tests increasing the vAxis in early 2020), but deferred as it requires UI.

But as I kinda suspected, it seems like Google Charts has some sort of control available, if we just want to use the built-in one: https://developers.google.com/chart/interactive/docs/gallery/controls#chartrangefilter
