"triage mode" toggle is confusing

Currently to add bugs to failing WPTs you need to sign in and then enable a "triage mode" toggle. I personally find this a bit confusing to use in a couple ways:

1. I expected I would be able to select failures and add bugs immediately after signing in. What is the goal of adding the extra stateful mode?
2. Enabling triage mode does not persist across page navigations. This was unexpected given it appears to be a stateful mode.

Maybe make the toggle at least sticky for the session across page navigation? Or maybe get rid of it and just use signed in state as the "I want to triage stuff" signal?

Oh, the setting is sticky across page navigations. I'm not sure what I did to get it to untoggle previously. Anyway, I will leave this open for the question about just using logged in state instead of a separate toggle.
