Add delete to Triage Metadata endpoint

Currently the endpoint only supports add operations. delete should also be supported. This requires UI changes in the way we currently display metadata, in order to use delete operations effectively. https://github.com/web-platform-tests/wpt.fyi/issues/1899

I would have had use for this in https://github.com/web-platform-tests/wpt-metadata/pull/630, assuming there would also be a UI to remove links.

@drott asked if it's possible to remove bug links, and this is the only issue we have about that. @KyleJu is there also an issue about being able to delete in the UI, or should this issue cover both?

This issue should cover both. wpt.fyi needs an API and UI to delete bug links
