Add SVG Tree Inclusion tests

Spawned from #69 and #80.

Add the remaining tree inclusion tests listed in https://github.com/web-platform-tests/interop-accessibility/issues/69#issuecomment-1811930432

From SVG-AAM's tree sections:

  • https://w3c.github.io/svg-aam/#exclude_elements
  • https://w3c.github.io/svg-aam/#include_elements

I think this requires isIgnored or similar, so I'm marking as Blocked until there's a way to test closer to the output tree.
