Rootless Docker support

Hi!

Will Weave Net work with the Rootless Docker?

Since it does not support the overlay networks, Weave could be a great alternative (although I would expect it to hit the same limitations)

Interesting question.

Weave Net itself requires a lot of priviledge as it sets up network devices, configures kernel settings, and steps into the namespace of other containers. I'm sure it can do the basic network transport without root, but don't see a way to connect that to other containers.
