Short description The main content rectangle should be opaque white and wrap to the length of the content, with only the footer at 70% opacity. Related to #2474

Acceptance criteria

  • [ ] height of main content rectangle adjusts to fit content
  • [ ] footer is 60px high with 70% opaque white background
