Add discljord library

The discljord library provides a way for users to create Discord bots in Clojure.

I'm not 100% sure what section this should go under. Possibly it could be under a new "Discord Bots" section (like the existing "Slack Bots" section), and any bots made with discljord could be put under the same category in future.
