Update cardinal direction arrows in wind chart

I do note the cardinal wind direction isn't matching the arrow. The arrow should be pointing from the direction of the wind. So a northwest wind will be pointing from northwest to to southeast, and a west wind will be pointing from west to east. I'm not sure if the arrows are correct or the cardinal direction, but one needs to be opposite.
