Update footer links

We implemented the NOAA footer at the beginning of spinning up beta. But now it may cause confusion as we build.

For now we are avoiding linking to the existing site. For now let's define and remove all unnecessary links. Consider putting beta copy in here instead

We'll close #191 for now.
