Sending API suggestion & improvements

  1. Add Pepipost as a new sending gateway
  2. Add Sendinblue as a new sending gateway
  3. Multisite compatible - I. Setup settings for network-wide subsites II. Subsites to configure their own SMTP sending
  4. SMTP rotation - Set each smtp send 200 emails and once 1 smtp complete 200 emails it automatically start sending from 2nd smtp and if we can set the sending speed from it as well lets say 1 email to be sent each 1 or 3 minutes
  5. Allow Lists to set their default sending gateway. For example - transactional email will use Amazon SES and news & update list will use Mailgun gateway.
