@sailorhub77 for the logs to be of help you must make them as root (devel-su) and soon as possible after a reboot and trying to record a video.

I just installed a fresh 3.4.0.24 and could record a video using both back and front camera. Why would your OTA update cause camera problems? What does ssu lr say?

I have no idea if or how video recording can be reset. You could ask on irc (#sailfishos-porters) but they will want ful logs. Or ask on the new forum (https://forum.sailfishos.org/).

Glad you got it working.

As for the line in the init.rc for the vibrator permissions. It is included in the droid-hal-bacon package from the testing repository. No idea why it did not get updated.
