Anchor urls don't scroll on first load in FireFox

I've had this issues for as long as the new design exists actually, but never reported it iirc.

Basically, when I open a url such as https://packagecontrol.io/docs/submitting_a_package#Step_7, the page is not scrolled. Or rather, it seems to get scrolled very shorly and then immediately scrolled back to the top. I have to press ctrl+l, enter to jump to the correct location.
