Fixes for pre-release versions

Currently, for a package with only pre-releases, packagecontrol.io doesn't list any version at all, as can be seen in this comment.

Also, for this case, it would be nice if a warning would be printed stating that the respective package can't be installed yet, unless you change the relevant setting.
