There are no packages available for installation

I'm using Sublime Text 3 and started getting this error earlier this week. I have no proxy of any kind enabled, and turning on debug logging only produced the following output with no error messages:

Package Control: Fetching list of available packages and dependencies
  Platform: osx-x64
  Sublime Text Version: 3211
  Package Control Version: 3.3.0

However, I still keep getting the dialog that says:

Package Control

There are no packages available for installation

I appear to be running the latest version of package control, deleting and reinstalling Package Control, didn't resolve the issue, and the debug logs are not showing any errors, HTTP-related or otherwise.

Same issue. Apparently certificate verification failed.

Package Control: Error downloading channel. HTTP exception InvalidCertificateException (Host packagecontrol.io returned an invalid certificate ([SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed (_ssl.c:548))) downloading https://packagecontrol.io/channel_v3.json.
