Windows 7, unable to connect with https onion resourses

I'm trying to establish an HTTPS connection to a Tor resourse, for example https://3g2upl4pq6kufc4m.onion. Connection fails while performing the TLS handshake. Meanwhile HTTPS connection to common websites is ok. It looks like Tor router rejects RELAY_DATA cell with incorrect encrypted payload.
