[Feature request] Automating update of scap_content

A current installation of Wazuh will only have oscap information regarding vulnerabilities prior to October 2017. The behavior mentioned in https://github.com/wazuh/wazuh-ruleset/issues/89#issuecomment-355946517 is not currently observed.

It would be ideal to have this content more up-to-date both in the repository for new installations as well as providing the utility to update it without requiring an update of Wazuh.
