Create a Docker image to build PPC packages on each host

It is necessary to build a Docker image containing the following installed packages sudo, git, curl, and docker so that packages can be built within this container, this must be done on both the Debian host and the Centos host.

  • [ ] Build the image for the Debian host
  • [ ] Build the image for the Centos host
  • [ ] Verify with the agent team that the package can be built
  • [ ] Add these images to the Allocator module
